The year started off strong in Brazil. The National Bioeconomy Plan is beginning to leave the drawing board, a call for proposals for socio-bioeconomy hubs in the Amazon will allocate R$70 million to the agenda, and the third Eco Invest auction saw demand far exceed expectations, signaling that the financial markets are increasingly willing to invest in climate solutions through blended finance. At the same time, the country is advancing in carbon market regulation, and new transparency requirements that place environmental and climate impact at the center of financial decision-making (IFRS S1/S2) are coming into effect.
We are entering a phase in which sustainability is no longer a supporting player—it is taking the lead. It is now a guiding axis for capital allocation, risk assessment and the future of regions and communities. And we are proud, in this edition, to share news of Brazilian solutions, supported by us, that are gaining visibility on international stages.
Courageous Land was recognized in Davos for the Agroforestry Intelligence Platform we developed in partnership. Caaporã presented its low-carbon cattle ranching experience at the Future of Food Summit, organized by Economist Impact in London. And Belterra featured in an incredible report on agroforestry systems produced by the global outlet of the Institute for Human Rights and Business (IHRB). All three are businesses that are supporting us in implementing Vale’s 2030 Forest Goal.
These achievements reinforce what we believe: when technical expertise, impact investment and a long-term vision come together, Brazil moves beyond potential and establishes itself as a global leader in solutions for the climate transition.

To further deepen the debate on land tenure regularization, we spoke with Raquel Poça, Public Policy Analyst at the Instituto de Pesquisa Ambiental da Amazônia (IPAM), about the challenges of land governance and the results of the project supported by the Fundo Vale.

Why is land tenure regularization a central challenge for forest protection and sustainable development in the Amazon?
|
Land tenure regularization is a structural pillar for the effectiveness of public policies. The central challenge lies in the lack of land use planning and land governance, which are essential to create instruments capable of addressing land grabbing, land conflicts and unequal land distribution—factors that lead to legal uncertainty, disputes and difficulties in state oversight. Without regularization, producers and communities lack access to credit, technical assistance and conservation policies, limiting the advancement of the bioeconomy and sustainable production, weakening environmental protection, threatening traditional communities and encouraging illegal deforestation.

What is the main objective of IPAM’s project within the land agenda?
|
The project seeks to implement a modern and robust land tenure regularization management model in the state of Pará, based on strategic technical and scientific information. The goal is to strengthen and consolidate solid land governance, including the revision of legal frameworks, enhancement of institutional capacities, integration among institutions and conflict resolution mechanisms, in order to ensure legal, territorial and social security.

What results has Fundo Vale’s support generated for this project?
|
The support made it possible to produce guidance materials (a booklet and books), organize technical meetings among land agencies and draft the Belém Letter (a document signed by leaders of Amazon countries, outlining commitments to protect the forest and combat deforestation), as well as a joint strategy for urban land tenure regularization in the Brazilian Amazon region. It also enabled studies for the creation of a National Council of State Land Agencies and the production of a report on the latest developments in land governance in the Amazon. Finally, it led to a technical note from the Amazon Governors’ Land Governance Chamber, identifying key challenges and high-priority actions for rural and urban land regularization in the region. The project has also supported the self-mapping of Quilombola communities (settlements of descendants of runaway slaves) in Pará using “Tô no Mapa,” the official app of the federal government’s Traditional Territories platform.
